Benue Digital Infrastructure Services Management Enforcement Agency (BENDISMEA).

The Benue State Digital Infrastructure Services Management Enforcement Agency (BENDISMEA) is a newly established agency under the Ministry of Communication and Digital Economy as an effort in achieving ICT being one of the Governor's priority pillars of “A Strategic Development Plan for a Greater Benue” in order to drive digital transformation, enhance digital infrastructure management, and enforce regulations in line with the State's digital economy aspirations.

BENDISMEA was created with the sensitive responsibility of driving the digital economy of governance and indeed ensure the realization of the developmental aspirations of the Government and other State agencies. It is committed to ensuring probity, efficiency, transparency and accountability in the deployment of digital public infrastructure (DPI) towards improving the State’s economy.

  • To regulate, manage, and enforce digital infrastructure and cybersecurity standards in Benue State through strategic partnerships, cutting-edge technology, and sound policy implementation.

Agency Mandate

  • Enforce Digital Standards and Compliance: Serve as the sole authority and custodian of all digital infrastructure and services for Benue State and its local government entities, ensuring compliance with national and international standards for government digital infrastructure and to maintain "Digital Benue platform" develop by Benue Digital Infrastructure Company (BDIC).

  • Register, License, and Prosecute Digital Service Providers: Register and license digital service providers, covering both hardware and software infrastructure. Issue licenses and enforce penalties, including the blacklisting of offenders. Prosecute violators of Benue State cybersecurity and cybercrime laws to ensure adherence to state regulations.

  • Provide Digital Infrastructure Tracking Index: Develop and manage a digital tracking index to monitor the performance, usage, and compliance of all digital infrastructure within the state, ensuring transparency and operational integrity.

  • Formulate and Regulate ICT Policies: Lead the creation, implementation, and regulation of ICT policies in Benue State to ensure alignment with cybersecurity and digital economy objectives.

  • Custodian of Benue State Digital Assets: Manage and secure all digital assets and platforms of the Benue State Government, ensuring proper governance, security, and ethical utilization of state-owned digital resources.

  • Conduct Cybersecurity Investigations and Prosecutions: In collaboration with the DSS, Police, EFCC, Civil Defense, and other security agencies, lead cybersecurity investigations and prosecutions in line with Benue State's cybercrime tribunal laws, ensuring robust cybercrime enforcement.

  • Maintain Digital Devices Transactions Database: Establish and manage a comprehensive database for digital device transactions from all vendors within the public and private sectors. Ensure all electronics and digital devices vendors are accredited and register their products with BENDISMEA’s smart/digital devices inventory.

  • Offer Digital Devices Tracking and Recovery Services: Provide official digital device tracking and recovery services in collaboration with security agencies for public benefit, enhancing security and reducing theft or misuse of digital devices.

  • Conduct Cybersecurity Threat Assessments: Periodically assess cybersecurity risks and threats to state-owned digital assets, implementing proactive measures to secure the state’s digital infrastructure against cyber threats.

  • Collaborate with National and International Agencies: Engage in strategic collaborations with national, subnational, and international government agencies and cybersecurity organizations to ensure the seamless integration of advanced digital solutions within the State.

  • Prosecute Offenders of Benue Digital Governance Laws: Lead the prosecution of individuals and entities violating Benue State's digital governance laws, ensuring strict enforcement to safeguard the state’s digital ecosystem.

  • Register and Monitor ICT Professionals and Businesses: Register all ICT contractors, consultants, professionals, and companies within the state. Conduct periodic cybersecurity awareness campaigns to educate the public and ensure cyber safety for all Benue citizens.
